Title 24 Reports for California Homes
Every residential project that requires a building permit in California must include a Title 24 report before the permit can be issued. We prepare that report for you here.
$245 flat fee · 2-business-day turnaround · Certification guaranteed
We provide the CF1R Compliance documentation which is submitted together with your permit application. We also register your project with CHEERS, which is California’s online building energy code registry, so that inspectors and ECC Raters (formerly HERS) can access your Title 24 report for field verifications.
CEC-Certified Compliance Software – CHEERS Registered Reports – Performance & Prescriptive Method – Two-Day Turnaround
Our Services
Title 24 compliance uses two calculation methods. Your project type and scope determine which applies — we identify the correct method and produce the right form automatically.
Performance Method
Form produced: CF1RPRF
Used for: New construction · All ADU types (detached, attached, conversions) · JADUs · Any project involving HVAC or mechanical changes
A full computerized energy model using CEC-certified software. Every component — walls, windows, roof, HVAC, water heating — is modeled and analyzed. Allows design flexibility through component tradeoffs.
Prescriptive Method
Forms produced: CF1RADD · CF1RALT
Used for: Limited-scope alterations only — typically minor window replacements or small envelope changes with no mechanical system involvement
Projects involving HVAC, water heating, or mechanical systems typically require Performance Method instead. Prescriptive is generally suited for narrow, envelope-only work.
🏠 New Construction
📋 Performance Method · Produces: CF1RPRF
Building a new home is already complicated. Your Title 24 report shouldn’t slow you down.
We model the full home from your architectural plans — envelope assemblies, insulation, windows, mechanical systems, and water heating. California’s 2025 Energy Code requires all-electric infrastructure and heat pump water heating for new builds. We know the requirements cold.
CF1R registered in CHEERS. ECC inspection scope clearly documented.
✓ New single-family homes
✓ All climate zones statewide
✓ 2025 Energy Code compliant
✓ ECC scope identified upfront
➕ Additions & Alterations
📋 Performance Method (CF1RPRF) for most additions · Prescriptive (CF1RADD / CF1RALT) only for minor envelope-only changes with no mechanical work
Expanding a home or changing its systems triggers Title 24 — but only for the work being done.
We scope the report precisely to your project. Whether it’s a room addition, second story, or mechanical upgrade, you never pay for more than the compliance your project actually requires.
CF1R registered in CHEERS. Plan check comments handled at no extra charge.
✓ Room additions of any size
✓ Second story additions
✓ Envelope alterations
✓ Mechanical system replacements
🏡 ADUs (Accessory Dwelling Units)
📋 Performance Method · Form: CF1RPRF — applies to all ADU types (detached, attached, and conversions)
ADUs route differently depending on how they’re built.
Detached new construction ADUs follow the new construction path — all-electric, heat pump water heating, full envelope compliance per the 2025 Energy Code.
Attached ADUs and converted spaces follow the alteration path, scoped to what’s being built or changed. We determine the correct pathway for your project.
CF1R registered in CHEERS. ECC scope documented.
✓ Detached new construction ADUs
✓ Attached ADUs
✓ Garage & space conversions
✓ All climate zones
🛏️ Junior ADUs (JADUs)
📋 Performance Method · Form: CF1RPRF
A Junior ADU is carved out of the existing home footprint — typically a converted bedroom or attached garage. Because it shares the building envelope and mechanical systems of the primary residence, the compliance scope is narrower than a full ADU.
We document the correct scope so your project doesn’t get flagged for missing or overcounting compliance requirements.
CF1R registered in CHEERS. Plan check comments handled at no extra charge.
✓ Attached JADUs only
✓ Shared systems documented
✓ Permit-ready reports
✓ 2-day turnaround
🔄 Conversions
📋 Performance Method · Form: CF1RPRF
Converting a garage, basement, or non-conditioned space into living area is one of the most common compliance triggers — and one of the most misunderstood.
The scope depends on what’s changing: new envelope? New mechanical? Connecting to existing systems? We’ve done enough of these to scope them correctly the first time.
CF1R registered in CHEERS. ECC scope clearly documented.
✓ Garage conversions
✓ Basement conversions
✓ Unpermitted space legalization
✓ Unconditioned to conditioned space
Why Architects & Designers Work With Us
Some Title 24 providers treat compliance as a transaction — you submit plans, get a report back, and navigating any issues is left to you.
We work differently. We’re fast — 2-business-day turnaround when other providers are running 10-12 day backlogs. You get direct access to the person doing your report. We flag ECC inspection requirements upfront so your client isn’t surprised at rough inspection. And if the building department has plan check comments, we handle them.
We’re not just a compliance vendor — we’re the compliance arm of your practice.
$245
Flat Fee
No hidden fees. CHEERS registration is included. If your project hits a plan check correction (no design changes), we handle it at no charge. For design revisions on completed reports there is a $100 fee for recalculating.
Projects over 3,500 sq ft will receive a custom quote — call (626) 602-0525.
